M7 Sends 4000 Troops To DRC

ATLEAST 4000 Ugandan troops have been deployed in the Democratic Republic of Congo (DRC) ahead of polls, Red Pepper has confirmed. The troops, according to our sources, comprise of commandos, anti-riot police and covert security officers.
Their mission is to crackdown any election related violence. “About 4000 Ugandan security officers are already in DR Congo along with tens of armouredteargas and coloured water cannons in a bid to ensure peaceful presidential elections,” a source said.
The elections are slated for Monday November 28, 2011. The Internal Affairs Minister Hilary Onek confirmed the developments to this newspaper last night. “I ‘m yet to be briefed about the developments and the real number of people (cops) involved, plus the gadgets you’re asking about,” he said.
“But it’s a normal gesture because of our obligation to establish peace in the region, using the gadgets that were given to us by UN for peace keeping missions around the region.” Sources intimated that the team of security cops was initially meant to proceed under the command of CP John Ndungutse, the nononsense Anti Terrorism Deputy Director.
Sources confirmed that over 10 anti-riot trucks crossed to Congo early last week as part of the 4000 strong contingent. “Each soldier is paid Shs450, 000. However, their major challenge is that they don’t know French and conc. Swahili,” a source said.
Sources further revealed that Uganda Police has been ranked the best throughout the region, just on the heels of Kampala being declared the safest capital in Africa. This is despite July 11, 2010 bomb attacks at Kyaddondo grounds and Kabalagala, courtesy of Al-Shabaab.
“The rate at which our police investigated and ably captured the culprits took FBI officials by a great surprise. That aside, the restoration of peace afterwards led to Kampala being named the safest capital city in Africa. So many countries have too much trust in the force,” our sources said.
We have exclusively confirmed that the deployment was on the request of DRC President Joseph Kabila after violence indicators in the run up to the polls. Deteriorating security, rampant poverty and illiteracy, logistical difficulties and allegations of rigging are among the concerns raised by analysts and activists ahead of the polls.
The opposition has been calling for the postponement of the country’s second democratic polls since independence in 1960 to ensure better planning. “If things remain as they are – without dialogue between the electoral commission and political parties over the electoral process, as well as between the commission and civil society and the international community – and elections go on as planned, the result could be violence,” Jerome Bonso, chairman of the National League for Free and Fair Elections, told IRIN in Kinshasa recently.
Bonso said the elections were taking place in a different context from 2006, when the last elections were held. “We have to consider events such as the Arab spring where the population spearheaded change in their countries’ leadership. The reality on the ground is that Congolese today need change,” Bonso said.
“If they fail to get this change through the elections, they might go the way the population in the Arab countries went.” 11 presidential candidates, 147 political parties and 18,500 parliamentary candidates are contesting in the polls.
